Following the establishment of the State of Israel in 1948, efforts were made to found a central religious and synagogue body to unite all religious institutions in Eretz Yisroel and the Diaspora. A plan was drawn up with the headquarters to be constructed in central Yerusholayim in Heichal Shlomo. This plan was vehemently opposed by many Gedolim, particularly the Brisker Rov. This proclamation from 1968 reiterates the previous ban associated with the concept of a central religious institute.

בעקבות הקמת מדינת ישראל בתש”ח (1948), נעשו מאמצים להקים גוף דתי ובית כנסת מרכזי לאיחוד כל המוסדות הדתיים בארץ ישראל ובתפוצות. הועלתה תוכנית יחד עם המפקדה שתוקם במרכז ירושלים בהיכל שלמה. גדולי ישראל רבים, בעיקר הבריסקער רב, התנגדו בתוקף ובנחרצות רבה. כרוז זה משנת תשכ”ח (1968) חוזר על החרם הקודם בעניין המושג של מכון דת מרכזי.
