R. Alter Yisroel Shimon Perlow of Novominsk (1874-1933) was a son of R. Yaakov of Novominsk and a scion of the Nezhchizer Dynasty. In 1902 he succeeded his father as Novominsker Rebbe. During World War One he relocated to Warsaw. Known as a tremendous Talmid Chochom he wrote a large amount of novella some of which was printed under the title Tiferes Ish.

ר’ אלתר ישראל שמעון פרלוב מנובומינסק (תרל”ד-תרצ”ג 1874-1933) היה בנו של ר’ יעקב מנובומינסק ונצר לשושלת נאשכיז. בשנת תרס”ב (1902) הוא מילא את מקום אביו כאדמו”ר מנובומינסק. במלחמת העולם הראשונה הוא גלה לוורשא. היה ידוע כתלמיד חכם עצום וכתב חידושי תורה רבים שחלקם הודפסו תחת הכותרת תפארת איש
