Rare historical booklet of the regulations of the building and establishment of the Sha’arei Chesed neighborhood in Yerusholayim. With the original signatures of numerous great sages and scholars of the generation, including the seal of the committee.
This booklet of Regulations, printed in the year 1908, includes a membership certificate to one of the prominent residents of Yerusholayim, R. Moshe Meir Heizler, after he signed the Regulations and paid his first payment. Following his signature, it is signed by R. Dov Ber Ittinger, R. Yechiel Michel Tukatzinski, R. Elya Romm, R. Avrohom Aaron HaLevi Prag, R. Zorach Ephraim Epstein, R. Shmuel Spitzer, and R. Naftali Tzvi Porush. It is then signed by R. Yosef Chaim Sonnenfeld, R. Yoel Moshe Solomon, R. Nochum Bergman, R. Aryeh Leib Rashkes, R. Menachem Nochum Katz, and R. Dov Ber HaLevi Epstein.
The booklet includes some blank pages, some with notes, seemingly written by R. Naftali Tzvi Porush, the founder of the neighborhood, about payments and apartment rentals relevant to the neighborhood.

חוברת היסטורית נדירה של תקנות לבניית והקמת שכונת שערי חסד בירושלים. חתומה על ידי גדולי תורה ותלמידי חכמים רבים מאותו דור, עם חותמת הוועדה.
חוברת תקנות זו הודפסה בשנת תרס”ח ומכילה תעודת חברות לאחד מיקירי ירושלים, הרב משה מאיר הייזלר. התעודה ניתנה לאחר שהרב הייזלר חתם על התקנון ושילם מקדמה. לאחר מכן חתמו גם הרב דב בער אטינגר, הרב יחיאל מיכל טוקצינסקי, הרב אליהו רום, הרב אברהם אהרון הלוי פראג, הרב זרח אפרים אפשטיין, הרב שמואל שפיצר, והרב נפתלי צבי פרוש. אחרי החתימות מופיע אישורם של הרב יוסף חיים זוננפלד, הרב יואל משה סולומון, הרב נחום ברגמן, הרב אריה לייב רשקס, הרב מנחם נחום כ”ץ, והרב דובער הלוי אפשטיין.
בנוסף, מכילה החוברת דפים ריקים עם הערות שכנראה נרשמו על ידי הרב נפתלי צבי פרוש, מייסד השכונה. ההערות מתייחסות לתשלומים ושכירת דירות בנוגע לשכונה.
