The original handwritten document recording the resolution at a meeting of Rabbonim, encouraging the Chareidi communities in Eretz Yisroel to officially secede from the Va’ad Leumi and join the autonomous communal structure that rejects any contact with the Zionists. Includes the final agreed wording for the public notice that was to be distributed. The Chareidi community, in this document referred to as ‘Adas Yisroel-Ha’Chareidis B’Yisroel’, eventually came to be known as the ‘Eidah Ha’Chareidis’.
The Jewish National Council (JNC) known in Hebrew as the Va’ad Leumi, was the main national executive institution of the Jewish community (Yishuv) within Mandatory Palestine, responsible for education, local government, welfare, security and defense. It was established in 1920, in order to conduct Jewish communal affairs. Its first chairman was R. Kook. Although it was recognized as a legitimate representative of the people by the British Mandate authorities, it was bitterly opposed by the “Old Yishuv”. The “Old Yishuv” valiantly opposed the Va’ad Leumi, maintaining that they had an established Orthodox communal infrastructure in place for generations and that the Va’ad Leumi had misrepresented themselves to the British as the sole representatives of the Jewish community. The ramifications of this ideological dispute, are still felt today.

מסמך מקורי בכתב יד המתעד את החלטת ישיבת הרבנים, לפיה על הקהילה החרדית בארץ ישראל להתנתק רשמית מהוועד הלאומי ולדחות כל קשר עם הציונים. כולל גם את הנוסח הסופי המוסכם שהופץ לאחר מכן בקרב הציבור. הקהילה החרדית, המכונה במסמך זה ‘עדת ישראל החרדית בישראל’, הפכה בסופו של דבר ל’עדה החרדית’.
המועצה הלאומית היהודית (JNC) הידועה בעברית בשם הוועד לאומי, הייתה המוסד הביצועי הלאומי העיקרי של הקהילה היהודית (היישוב) בתוך ארץ ישראל המנדטורית, היא הייתה אחראית על חינוך, שלטון מקומי, רווחה, ביטחון והגנה. הוועד הוקם בשנת תר”פ (1920) במטרה לנהל את ענייני הקהילה היהודיים. יושב הראש הראשון שלה היה ר’ קוק. אף על פי ששלטונות המנדט הכירו בכך שהוא נציג לגיטימי של העם, היישוב הישן התמרד והתנגד אליו קשות. “היישוב הישן” התנגד באומץ לוועד הלאומי, בטענה כי הייתה להם תשתית קהילתית אורתודוכסית מבוססת במשך דורות, וכי הועד הלאומי מציג עצמם באופן שגוי בפני הבריטים כנציגיהם היחידים של הקהילה היהודית. השלכות מחלוקת אידיאולוגית זו מורגשות עד ימינו.
