This sefer is comprised of two parts. The first part contains an introduction and a long responsum, dated 1824, by R. Shlomo Moshe Suzhin regarding the competence of a religious court to lay down regulations for the benefit of the public. The second part includes a compilation of the regulations and customs of Eretz Yisroel, organized according to the four sections of the Shulchan Aruch. At the end of the sefer are approbations of Rabbonim and community officials, dated 1841-1842, giving the printing press of R. Yisroel Bak the exclusive rights to print seforim in Eretz Yisroel. These approbations describe how R. Yisrael established a new printing press in Yerusholayim after his press in Tzefas was destroyed by vandals. According to Bibliographers, the main intent of this sefer was to bolster several controversial public regulations, especially regulations relating to estate and ownership titles. R. Gagin and the Sephardic community officials encouraged the establishment of R. Yisroel Bak’s printing press in order to print this sefer, which was intended to be the first book printed in that printing press. R. Gagin, who was persistently faced by his opponents, initiated the printing of this book in order to answer their contentions. To disguise this purpose, R. Gagin instructed R. Yaakov Kapiluto and R. Avrohom Ashkenazi, two Yerushalmi scholars, to research the customs and ordinances of Eretz Yisroel communities and organize them according to the four sections of the Shulchan Oruch. They then added the responsum to refute those who questioned the aforementioned ordinances.

הספר מחולק לשני חלקים. הראשון כולל הקדמה ותשובה ארוכה, מתוארכת לשנת תקפ”ד (1824) מאת ר’ שלמה משה סוז’ין בעניין אפשרותו של בית דין לקבוע תקנות לטובת הציבור. החלק השני כולל ליקוט תקנות ומנהגים בארץ ישראל, המסודרים על פי ארבעת חלקי השולחן ערוך. בסוף הספר יש הסכמות מרבנים ופקידי ציבור, מהשנים תר”א- תר”ב (1841-1842), שנותנים לדפוסו של ר’ ישראל בק זכויות בלעדיות להדפסת ספרי קודש בארץ ישראל. הסכמות אלה מתארות כיצד הקים ר’ ישראל בית דפוס חדש בירושלים, לאחר שדפוסו בצפת נהרס בידי ונדלים. לפי ביבליוגרפים, המטרה העיקרית בספר זה הייתה לחזק כמה תקנות ציבוריות שנויות במחלוקת, בעיקר תקנות בנוגע לנדל”ן ולכינוי הבעלות. הרב גאגין ועסקני הקהילה הספרדית עודדו את הקמת הדפוס של ר’ ישראל בק על מנת להדפיס את הספר הזה, שנועד להיות הספר הראשון שנדפס בו. הרב גאגין, שנרדף על ידי מתנגדיו, יזם את הדפסת הספר כדי לענות על טענותיהם. על מנת שהעניין לא יבלוט, הורה הרב גאגין לר’ יעקב קאפילוטו ור’ אברהם אשכנזי, שני תלמידי חכמים מירושלים לחקור את מנהגי ארץ ישראל ותקנותיה ולסדר אותם לפי ארבעת חלקי השולחן ערוך. לאחר מכן הוסיפו את התשובה נגד אלו שהטילו ספק בתקנות הנ”ל.
